When is the City of Sugar Land winter water average calculated?

Y'all know the saying.. April showers bring May flowers AND a reset to the winter water average. Sugar Land residential customers have a set charge for wastewater each month and since wastewater isn't actually metered, your charges are based on what's called the "winter water average!" Your wastewater charges are based on the average water volume billed in February and March, so that means from April through March of the following year, regardless of the amount of water you use, your charges are based on your winter average. This way, if you use water for your yard, to fill a pool, if you have a leak, or for whatever reason during the year, you’ll have to pay for the water, but won’t pay extra for the wastewater. Since the winter average resets each year after the March bill that can be why come April your water bill might look a little different! If you're new to Sugar Land and haven't established a February / March water usage history, you'll be assigned a wastewater volume equal to the city-wide winter average, which is currently 6,260 gallons.
