Curfew for juveniles in Sugar Land?

Why does Sugar Land not have a curfew for juveniles? I think Houston, Missouri City, Stafford, Richmond, and Rosenberg have curfews, but Sugar Land does not any curfews.
Wonder why that is? What do juveniles go and what do they do at late hours in Sugar Land? There must be some late night attractions in Sugar Land for juveniles.

Katy, Tx has a Curfew
A curfew is now being imposed upon those under the age of 17 "in the interest of public health, safety, and general welfare."
The curfew hours are as follows:
* 11 p.m. to 6 a.m. Sunday through Thursday.
* 12:01 a.m. to 6 a.m. Friday and Saturday
* 9 a.m. to 2:30 p.m. Monday through Friday (except for minors not subject to compulsory school attendance, according to Texas Education Code Chapter 25, or when school is cancelled by order of school officials).
The curfew makes it unlawful for minors (under age 17) to "knowingly remain, walk, run, stand, or operate or ride about in any motor vehicle or bicycle, in or upon any public place or on the premises of any establishment within the city during curfew hours."

November 2015

Fort Bend County commissioners on Tuesday approved a curfew for minors who live in a designated part of unincorporated county land.

The curfew will be imposed in the unincorporated area of Municipal Utility District No. 2, which is located on about 618 acres north of Sugar Land. It forbids minors from being in a public place or an establishment in the area after 10 p.m. on weeknights, after midnight on weekends and during times they should be in school.
Parents and guardians can also be held responsible if one "knowingly permits, or by insufficient control allows" a minor to break curfew, as can establishment owners, operators and employees.
"The Courtesy Patrol was having so many problems with juveniles being out at night unsupervised," according to a statement from the district's security coordinator emailed by the law firm of Allen Boone Humphries Robinson, which represents the district. "The juveniles have been creating minor disturbances and misdemeanor crimes and out of concern for both the juveniles and the citizens it is in the best interest of the community that some form of curfew be put in place. You do not want a situation where a citizen attempts to take matters into their own hands."
With the curfew, the statement said, officials hope there will be "fewer youths out on the street and those that are out are conducting legitimate business" such as for school or work.

@SweetwaterBoss It is the parent's responsibility. The SLPD has other things to do. We don't need a police state!
