Sugar Land Opens the Door for Startups With New Incentive Program

The City of Sugar Land has launched the Sugar Land Starts Innovation Fund, a new economic development initiative aimed at attracting high-growth, revenue-generating startups to relocate to the city. The program is designed to support Sugar Land’s long-term vision of building a strong innovation ecosystem while also helping revitalize vacant office space.
 
The performance-based, non-equity grant program focuses on startups operating in key industries such as life sciences, advanced manufacturing, information technology, and business and professional services. City leaders say the initiative aligns with Sugar Land’s Strategic Action Plan to strengthen the local economy, create quality jobs, and position the city as a regional hub for innovation.
According to the city’s business recruitment team, the fund is intended to support companies that are ready to grow while making a long-term commitment to the community. By targeting revenue-generating startups and offering performance-based incentives, the program aims to help innovative companies scale while activating existing office space.
 
To qualify, startups must be revenue-generating and show at least $250,000 in revenue or $500,000 in institutional backing from a bank or venture capital firm. Companies must also relocate at least three full-time employees to Sugar Land for a minimum of three years and meet an average annual salary requirement of $61,240. Salary compliance will be verified through Texas Workforce Commission reporting or other approved documentation.
 
The initiative builds on momentum from Sugar Land’s partnership with Plug and Play, which launched its local program in March 2025. Since then, Plug and Play Sugar Land has supported 22 startups through its first accelerator program, helping them raise $6.5 million in capital. The program also facilitated nearly 200 introductions with corporate partners, investors, and mentors and hosted 143 events both virtually and in Sugar Land. By the end of its first year, three startups had secured investments.
 
City and program leaders say the combined efforts are focused on creating an environment where innovation can grow while delivering long-term value for the community. Together, the Sugar Land Starts Innovation Fund and the Plug and Play partnership aim to attract high-growth companies, activate office space, and build an ecosystem where startups can scale and thrive locally.
